I wasn't able to follow what you meant by a couple of items in the checklist.. Also, I think when you mention "our libraries" please specify what you mean by our. As a matter of fact, the universities I've ever been a part of have adequately managed resources, so resources is never a problem.

Another thing that I'd like to mention here is the fact that researchers (mainly university professors) are not always aware of what is going on in the industry, or at times are wasting time researching things that are not very relevant, or things that do not have a huge potential for development. Again, this is what my observation has been, and things may not be the same in India. Research in India at this point in time is taken relatively easy... as compared to abroad I believe.
